Dubai Holding to fund major infrastructure programme to ease road congestion

New $1.6bn deal with RTA sets out to boost connectivity, access and traffic flow across key Dubai communities

Dubai’s Roads and Transport Authority (RTA) has signed a $1.6 billion agreement with Dubai Holding to drive infrastructure development across key communities in the emirate. The partnership aims to enhance connectivity and mobility through extensive road and bridge upgrades, improving access and reducing travel times across multiple locations.

The project will focus on infrastructure upgrades in areas including Dubai Islands, Jumeirah Village Triangle, Palm Gateway, Al Furjan, Jumeirah Park, Arjan, Majan, Liwan (Phase 1), Nad Al Hamar, Villanova, and Serena. Additionally, five key Dubai Holding developments—Jumeirah Village Circle, Dubai Production City, Business Bay, Palm Jumeirah, and International City (Phase 3)—will benefit from improved access points through new bridges and roads.

The agreement was signed by Mattar Al Tayer, Director-General and Chairman of the Board of Executive Directors of RTA, and Amit Kaushal, Group CEO of Dubai Holding, in the presence of Mohamed bin Hadi Al Hussaini, Minister of State for Financial Affairs, and Sheikh Ahmed bin Saeed Al Maktoum, Chairman of Dubai Holding, alongside other senior officials.

Key Infrastructure Developments

  • Jumeirah Village Circle: Construction of four additional access points, including grade-separated interchanges, designed to double entry and exit capacity, reducing internal road travel times by 70%.
  • Dubai Production City: New bridges will enhance access from Sheikh Mohammed bin Zayed Road, cutting travel times and improving internal traffic flow by 50%.
  • Business Bay: Surface improvements at intersections from Sheikh Zayed Road and the addition of a pedestrian bridge at First Al Khail Road to enhance safety and streamline movement.
  • Palm Jumeirah: Implementation of acceleration and deceleration lanes across six locations, improving traffic flow, along with two new pedestrian bridges to replace existing crossings, reducing travel times by 40%.
  • Towers Area: Upgrades to internal roads expected to reduce travel times by 30% across entry, exit points, and internal routes.

Sheikh Ahmed bin Saeed Al Maktoum emphasised that the initiative aligns with Dubai’s vision for a seamlessly connected and innovative urban landscape.

“Through projects like these, Dubai Holding reaffirms its commitment to shaping the future of the emirate by developing world-class communities and infrastructure that enhance connectivity, mobility, and quality of life for all who call Dubai home. Together with RTA, we are reinforcing Dubai’s position as a global leader in urban innovation.”

The agreement is intended to further cement Dubai’s long-term strategy to ensure sustainable urban growth while enhancing the city’s transport network efficiency.
