On a charge: NIO can become a regional power, says Mohammed Maktari

Regional CEO Mohammed Maktari talks to Stephen White on why battery swapping is just the start of bringing innovation to the market

At the heart of Yas Marina Circuit in Abu Dhabi, a new chapter in electric mobility has quietly taken shape. Cars have started rolling in through the gates and then with a push of an on-screen button are reversing themselves into a small garage-like building. As they fix into position, a suite of AI cameras and autonomous machines set about carefully replacing the electric battery array underneath. Three minutes later, the car tells the driver it is ready to be driven to its next destination. Nearby, buyers are venturing into the sleek, minimalist NIO House on Al Maryah Island.

It would not be unfair to say that NIO already has its strategic foothold in what could be a transformative journey for the region’s EV landscape despite its relatively recent arrival into the market.

Behind the wheel of the Chinese mobility expert’s journey is automotive veteran Mohammed Maktari, CEO of NIO MENA, whose 35-year career across global brands now converges with one of China’s most disruptive electric vehicle players.

“The opening of NIO’s Ready Swap Station in Abu Dhabi is a proof of concept,” explains Maktari. “It’s early days, but it’s the first step to changing how people view vehicle ownership, energy infrastructure, and fleet viability in the Middle East.”

Battery Swapping: Fast, Tested, Secure

Unlike traditional EVs that rely on fixed charging infrastructure, NIO’s approach is built around its patented battery swap stations. These automated hubs allow users to replace a depleted battery with a fully charged one in as little as three to five minutes.

“There’s absolutely nothing to wonder,” Maktari says. “The swap can be as little as three minutes. The system checks the VIN number, verifies that the car is eligible, and the gates open — if you’re on what we call the VIP list.”

Each station, outfitted with cameras and safety checks, also conducts an undercarriage inspection to ensure there’s no damage before proceeding with a swap. “If there’s a sign of undercarriage damage, the station will abort the swap and ask the customer to contact us.”

It’s a process backed by scale and experience. “I think the last count was 75 million battery swaps a few days ago,” he adds. “Every possible configuration—legal or illegal—has been tried.”

Proven Technology, New Market

Though new to the UAE, NIO’s battery swap technology has evolved through several iterations. “We’re now at version four, and version five is due soon. Each update reflects our expanding model range. We’re not just a Chinese brand — we are a premium EV manufacturer.”

The technology fixes a major issue with EV ownership, its Return of Investment (RoI). Battery swapping has been compared to replacing your engine, and while that isn’t entirely true it does provide obvious scope to keep your car performing at an optimum level for years to come. Other manufacturers are taking note, says Maktari, as he predicts that the technology will be adopted by other brands. Convincing customers of that fact, however, remains a work in progress.

“You still see segmentation in the region: Japanese, European, Chinese. But the reality is, our performance is on par with the Audi e-tron or BMW iX,” insists Maktari. “During COVID, while other manufacturers were struggling with their P&Ls, Chinese manufacturers focused on R&D. And by late 2022, they came out swinging with new technologies and products.”

UAE Line-up and What’s Next

NIO’s current offering in the UAE includes three premium models: the ET5 coupe-SUV, the EC6 mid-size SUV, and the flagship EL8 full-size SUV, which Maktari describes as “our top-of-the-range, all-wheel drive model, now fine-tuned for this market.”

Each vehicle has been tested extensively in regional conditions. “Before we launched, the factory sent a whole team of engineers here a year in advance. They ran the cars through UAE summers and made adjustments, especially around battery cooling and thermal performance,” says Maktari. “For the EL8, we even introduced a desert mode. I’ve personally driven it in the dunes—it performs extremely well.”

Looking ahead, NIO is likely to introduce more models from its global portfolio, including the compact Firefly and the fleet-oriented Onvo brand, though both are targeted for arrival post-2027 as the brand focuses on the premium luxury segment.

“Firefly is more suited to the Levant and North Africa — think Golf-sized vehicles, not really big in the Gulf. But Onvo is exciting. It’s our sub-brand aimed at mass mobility and priced for fleet deployment, including taxis.”

NIO’s possible entry into the fleet space won’t come through its current premium vehicles, but through infrastructure — and eventually, dedicated products.

“Right now, NIO vehicles are too expensive for the taxi market,” says Maktari. “But once Onvo launches, we’ll have a compelling offer. And even before that, the battery swap station itself could change the economics for fleet operators.”

Traditional fleets often rely on overnight or supercharger solutions, which place heavy demands on grid infrastructure. “Superchargers are not as simple as they look. Behind that 350kW charger is an entire ecosystem—huge cables, substations, transformers. It’s expensive and disruptive,” he explains.

In contrast, NIO’s swap stations offer a smarter, more flexible solution. “Each station can charge up to 21 batteries overnight at lower tariffs. In the morning, they’re ready to go. As taxis rotate in and out, the used batteries are recharged and recycled through the day.”

And it’s not just speed and convenience — it’s about safety and longevity too. “Swapping gives you new battery performance even on day 2,900 of ownership. It also takes a load off the grid, offers thermal management, and even includes a safety mechanism that drops overheating batteries into a water bath in case of thermal runaway.”

The Saudi Opportunity

While Abu Dhabi was chosen as the regional launchpad — thanks to its financial investment in NIO (quoted as $2.2 billion from CYVN Holdings in 2023) and its innovation-first agenda — Saudi Arabia remains a key growth target.

“Saudi is unique. It’s a huge market, close to one million annual car sales. But the premium segment is just half the size of the UAE’s,” says Maktari. “So while the volume is attractive, the luxury EV space is more niche. That’s why we’re taking a two-pronged approach — one strategy for vehicle distribution and another for power infrastructure.”

Ultimately, the vision is regional. “We want to be able to say: you can drive from Dubai to Jeddah, or Beirut, and not worry. Just swap your battery along the way.”

To realise that, NIO is forming alliances with other Chinese manufacturers, encouraging them to adopt its battery-swapping tech. “When other brands use the same infrastructure, that’s when the machine really goes ka-ching.”

Brand Building and Regional Identity

Building a premium Chinese brand in a crowded Middle East market is no small feat. “A lot of Chinese brands that fail to scale are the ones without regional offices. We’re doing the opposite. NIO MENA is here to stay.”

With a diverse Abu Dhabi-based team, multilingual communication, and a growing network of partners, NIO is laying the groundwork for a brand that understands the region’s complexity.

“There’s no one-size-fits-all. Jordan is strong on EVs because of excess power. Lebanon has solar everywhere but no credit. Egypt is massive, but has infrastructure constraints. You’ve got to be smart, adaptive, and deeply embedded in these markets.”

A New Chapter in a Passion-Fuelled Career

For Maktari, who grew up dismantling bicycles and tuning V8s, this EV chapter is less of a pivot than a continuation.

“I’ve done petrol, diesel, manufacturing, distribution. This is a new learning. The tech is phenomenal. The ride quality is extraordinary. And the battery swap concept—well, that’s what drew me in from the start.”

He adds with a smile, “Honestly, once you’ve driven an electric, you can’t go back. And once you see what this system can do, you’ll wonder why we ever did it any other way.”
